Go to System > Administration > Language Support. In case Ubuntu asks to install some additional packages, install these by clicking on OK.
Select the language of your choice In the Supported Languages section. Click on Apply to install the language packages.
Select the default language in the Default Language section (this is only possible after you installed the language packages). Click on OK. The next time you start Ubuntu, it will use the language you just selected.
